Turn off the TP-Link Smart Plug with when Emissions on WattTime are High

When WattTime notices that marginal emissions are high (meaning the power you are using is being generated by a high carbon emissions producer), we'll turn your switch off. When we see that the opposite is true, we'll turn your switch back on.
