This recipe will toggle a light every hour. If the light is on, it will switch off. If it's off it we'll switch on. Use this recipe repeated times with different lights and start times to create a random effect.

This Trigger fires once an hour at :00, :15, :30, or :45 minutes past the hour.

Then

Toggle lights on/off

This Action will turn your lights off if they are on, and turn them on if they are off.
